Independent Engineer
The role of Independent Engineer (sometimes
designated Owner’s Engineer or Bank’s Engineer) is crucial in
many capital projects, whether new-build or revamp/expansion of
existing facilities. In the classic Independent Engineer (IE) role, the IE exercises oversight and stewardship of the client’s (owner or lender, usually) resources during the execution of a project. This generally encompasses the engineering design, procurement, construction,
and commissioning phases of the project, involves periodic
on-site inspections of the work and assessment of progress, and
requires certification of the contractor’s achievement of critical milestones to qualify for disbursement of funds (or the failure to achieve, as the case may be).
B&C consultants have served as IE in a variety of projects including a green-field gas processing and NGL
fractionation facility in the Peruvian jungle, a world-scale gas
gathering, treating, and transport facility in Pakistan, a butane isomerization plant in California, and natural gas storage project in New York. As in so many other types of engagements, the B&C team is uniquely qualified to perform the IE function because of our combination of engineering knowledge with real-world experience in project management, operations, and commercial roles.
