Mark A. Brumbaugh, P.E.
Associate Consultant
Mark Brumbaugh is an
experienced manager, having more than 30 years experience with Total
and Exxon in refining and petrochemicals. He began his career with
Exxon at the Baytown, Texas refinery and held positions of
increasing responsibility in technical, operations, and short range
planning, culminating as manager of half of the fuels operations of
this world-scale refinery. He gained heavy oil experience as
department head responsible for crude and vacuum distillation,
residuum hydroprocessing, Flexicoking, hydrogen generation, and
sulfur recovery, all processing heavy California and South American
crudes. Mark also served in corporate headquarters, managing
supply, commerce, and corporate planning functions. He joined Fina
in 1996 as general manager of refining and petrochemical planning
and was instrumental in developing billion dollar joint ventures to
construct petrochemical facilities at the Port Arthur Refinery. He
was a member of the Fina team that developed and presented to PDVSA
a proposal to double heavy oil production by expanding the upgrader
in Venezuela and Fina's Port Arthur refinery and then served on the
joint-venture management committee overseeing the large integrated
facility at Port Arthur. Mark has published articles on transfer
pricing and has the ability to turn conflict into goal alignment and
progress. He has a proven track record at negotiating billion
dollar ventures, improving financial performance, providing creative
insight into existing management processes, and implementing proven
best practices.
REPRESENTATIVE EXPERIENCE

Management experience in all major processing operations, including crude distillation, reforming, hydrotreating and hydroprocessing, coking, sulfur conversion, light ends, catalytic cracking, lube base stocks, steram cracking.

Multiple assignments as manager of short-range, long-range, and strategic planning groups. Evaluation and development of multiple party contracts, investments, startups, and contract dispute resolution.

Identification and implementation of synergistic opportunities between heavy oil production and refining and between refining and adjacent petrochemical facilities, as well as lubricants and solvents integration.
