Roger M. Kaiser, P.E.
Associate Consultant
Prior to entering
consulting, Roger gained considerable experience in refining
operations and management in both international and joint venture
facilities, including experience outside the refinery fence. He was
a member of the team that took Pride Refining Co. public as a
limited partnership in March 1990 and completed a secondary offering
in 1991. Roger produced financial projections to attract investors
and to justify a refinery expansion, made presentations for the
project to underwriters, investment bankers and commercial bankers.
He also has success in lobbying Congress to insert needed provisions
into amendments to the Clean Air Act. As a consultant, Roger has
provided expert witness testimony in various legal cases and has
performed numerous refinery evaluations.
REPRESENTATIVE EXPERIENCE

Consulting -
Served as expert witness/litigation support for various cases
including pipeline tariff disputes and U.S. Government $2.6 billion
fuels pricing claim. Evaluated petroleum refineries to assist in
dispute between owners and taxation authority. Also evaluated
hydroprocessing and delayed coking technologies for a refiner.

Refining Management -
Reporting directly to the Chairman and Board of Directors, was
responsible for all facets of West Indies refinery operation
including P&L. Worked with Prime Minister and Minister of Energy on
political impact of operations. Improved safety facilities,
equipment, and training throughout company.

Refining Economics and Supply -
Used LP and spreadsheet models to generate refinery operating plans and evaluate
economic benefits and has made recommendations on acquisition of
alternate feed stocks and product dispositions. Has negotiated
several exchange agreements, processing agreements, and bulk
purchase and sales agreements with other oil companies. Negotiated,
bid, and administered Air Force contracts for aviation and ground fuels.

Refining Operations -
Supervised the refurbishment, commissioning, and start up of a
vacuum distillation unit after a three year lay-up, a revamp of a
naphtha splitter, vacuum tower packed section revamp, and three
major unit turnarounds.
